Geek | Who heard of Wubuntu?

I’m never quite sure who exactly is affected by stuff like this. It feels like common consumers buy cheap computers that all have tpms every few years now. Hobbyists upgrade their hardware constantly. Who is genuinely stuck on hardware 8 years old and doesn’t see the need for an upgrade?
